Prohibited versus restricted: the key difference

The two words are not interchangeable, and the distinction matters:

Prohibited goods cannot be imported into Uganda at all. There is no permit that makes them legal, and attempting to ship them risks seizure, destruction and penalties.
Restricted goods can be imported, but only under conditions, such as a permit, licence, regulatory approval or specific handling. Ship them without meeting the conditions and they are treated like prohibited goods at the border.

On top of Uganda's import rules, carriers impose their own dangerous-goods limits, especially for air freight. So an item can be perfectly legal to own yet still be refused for flight unless packed and declared correctly.

Commonly prohibited imports

Rules are set and updated by the authorities, but the categories below are widely prohibited or very tightly controlled almost everywhere, Uganda included:

Narcotics and illegal drugs
Counterfeit goods and fake currency
Pornographic material
Weapons, ammunition and their parts without authorization
Certain used items where prohibited by policy
Materials that are hazardous, radioactive or otherwise unsafe

Restricted items that need care

These goods can usually be imported, but only with the right paperwork or handling. This is where most everyday shoppers get caught out:

Always declare batteries so they are handled and packed to the rules; hiding them risks the whole shipment.
Never ship damaged, swollen or recalled batteries.

Liquids, aerosols and flammables

Perfumes, deodorant sprays, nail polish, some cosmetics, lighters and anything pressurised or flammable are restricted for air transport. Small personal quantities may be shippable if properly declared and packed, but large volumes are often refused or must go by sea.
